Capitol Report: Election reforms: Ritchie making lists, checking them twiceBy Charley Shaw, November 12, 2009 The 2009 general election, marked by Minneapolis and St. Paul mayoral contests that were never in doubt, came and went without generating much excitement. But the advent of instant runoff voting (IRV) made 2009 an important year for election policy. Secretary of State Mark Ritchie is closely following the IRV movement in Minnesota. Ritchie, a DFLer serving his first term as the state’s chief election officer, says that Minnesota’s experiment with IRV mirrors a larger movement in the U.S. to reach majority vote outcomes in election.
